Roles & Operations

The Used Tires Program has five defined operational roles: Stewards, Collectors, Haulers, Processors and Recycled Product Manufacturers.

  1. Stewards: Brand Owners or First Importers of tires into Ontario

    Whether cruising through a golf course, harvesting in a field, or taking thousands of people through their daily commute, tires supplied by Stewards help life in Ontario keep rolling.

    Vehicle Manufacturers, Tire Brand Owners and First Importers of used tires, Stewards are the foundation of the Used Tires Program. By remitting Tire Stewardship Fees (TSFs), Stewards are essential to the creation of an innovative, province-wide solution for all used On-road and Off-road tires.   2. Collectors: Companies that collect and/or remove used tires from vehicles

    With locations across Ontario, through stores, vehicle dealerships, garages, and many more, Collectors are the organizations that provide a valuable service to the consumer by collecting used tires. These are the tires that are diverted from the waste stream, such as disposal by burning or in a landfill, to recycling into new products that add value to the life of Ontario’s communities.… Learn more>

  3. Haulers: Businesses which transport used tires to a used tire processor

    The Haulers’ role is essential to the flow of used tires and is an important link between consumers, Collectors and Processors. Upon registering with Ontario Tire Stewardship (OTS), Haulers will have the ability to take advantage of a recycling program that promotes sustainability and growth within Ontario’s Used Tire industry. Under the Used Tires Program registered Haulers will pick up tires from registered Collectors free of charge, and deliver them to a local registered Processor or eligible end use in order to obtain their Transportation Incentive from OTS....   4. Processors: Businesses involved in the processing of used tires into other streams or raw materials

    Processors play an important role in Ontario’s economy and environment, accepting used tires that may have gone toward burning and landfilling, and recycling these used tires into a range of tire-derived products that can be used to manufacture products such as water troughs, traffic cone bases, drainage beds and quieter, safer roads. The Program will invest in Ontario’s scrap tire Processors, contributing to their growth and economic well-being by providing incentives for selling Tire Derived Products (TDPs).... Learn more>

  5. Recycled Product Manufacturers: Businesses that use the raw material from processors for new products or uses

    Recycled Product Manufacturers (RPMs) manufacture raw materials into many innovative recycled products such as sports fields, playground fill and rubberized asphalt. The Used Tires Program will help promote the development of a province-wide market for such products and provide RPMs with incentives for turning diverted used tires into higher end uses based on the 3Rs (reduction, reuse and recycling) principles.… Learn more>
